Dr Choi has been Under Secretary for Education since 2017, before assuming the post of Secretary for Education in 2022.

Prior to joining the Government, Dr Choi had worked in the education field for nearly 30 years. She taught in secondary schools for more than a decade since 1988, before joining the Education Bureau where she was responsible for school-based curriculum development and language teaching support. In 2013, she took up the principalship of a secondary school. During the period, she took part in social and educational work, including the setting up of the Hong Kong Teachers Dream Fund. She also served on the Basic Law Promotion Steering Committee, the Fight Crime Committee and the Commission on Youth.

Prof. Xiaoxia Feng is a professor at Institute of Early Childhood Education, Faculty of Education, Beijing Normal University, PHD supervisor. She is former chairman of China National Society of Early Childhood Education and Academic Committee. She has presided a series of major research projects, for instance, "Eighth Five-Year Plan" Youth Research Fund Project of the National Education Committee - "Implementing Two Regulations and Exploring the Experimental Research on the Reform of Urban Kindergarten Education in my country" and the National Educational Science Plan "Ninth Five-Year Plan" The key project "Research on Chinese Kindergarten Curriculum Policy", the "Tenth Five-Year Plan" key project "Curriculum and Teaching Research on Promoting the Development of Children's Subjectivity" and so on. Prof. Feng also played a key role in drafting and development of national documents such as "Guidelines for Kindergarten Education" and "Guidelines for the Learning and Development of 3-6 years old Children". She had participated the cooperative projects between The United Nations Children's Fund and the National Education Committee: “Promote the Development of Pre-schoolers in Poverty Areas through Home, Educational institution and Community Collaboration.” and “Early Childhood Care and Development (ECCD)”.

Dr. Yat YAU is the Executive Director of the Academy of Chinese Studies.

He graduated from The University of Hong Kong with a degree of Doctor of Philosophy. He subsequently held positions in different universities, including Lingnan University, the Chinese University of Hong Kong and the Hong Kong Metropolitan University. For almost two decades, Dr Yau has devoted himself to higher education and related development, in which he has played a broad variety of academic and administrative roles, including Division Head, member of Senate, Courses Developer, and Postgraduate programme coordinator.

With a background in history and cultural studies, Dr Yau's fruitful publications focus on education and history of Hong Kong. He is an acclaimed scholar and expert in the Art of War and History of Hong Kong. He is a dedicated teacher with a range of teaching experiences. His pedagogical interest is in making the connection between past and present. He had designed courses which employed popular historical texts in the service of whole person education.

Dr Yau is active in the academic and professional communities. He is currently the Board of Directors of The Hong Kong Institute for Promotion of Chinese Culture, member of the CDC-HKEAA Committee on Citizenship and Social Development, advisor of the Hong Kong Museum of History.

Professor Yip is Chair Professor (Population Health) at the Department of Social Work and Social Administration, Associate Dean (Knowledge Exchange and Development) at the Faculty of Social Sciences, and the Director of the University’s HKJC Centre for Suicide Research and Prevention. He is the principal investigator of the following: OPEN UP – a 24-hour online emotional support project, a community-based suicide prevention project for the Wong Tai Sin District, poverty alleviation programs, and the Quality Thematic Network on developing mental wellness for schools in Hong Kong etc. He is interested in identifying and developing good practices for promoting wellbeing in the community. His monograph is ‘Understanding Poverty in Hong Kong’, which has won the 11th Hong Kong Book Prize held. He is serving as the Chair of the Research Committee of the Family Planning Association of Hong Kong (2012-present), and was the interim chair of the ESEAOR of the International Planned Parenthood Federation (2017-2018), the Secretary General of the Asian Population Association (2014-2017), the chairman of the committee of preventing students’ suicide (2016), a member of the Steering Committee on Population Policy (2012-2013), a vice-president of the International Association of Suicide Prevention (2009-2013), and an associate member of the Central Policy Unit of the Hong Kong SAR Government (2014-2016). He received various awards and recognitions, including the Hong Kong Spirit Award from the South China Morning Post and Sino Group, and Changjiang Scholar Award in 2021, the Humanities and Social Sciences Prestigious Fellowship in 2020, the Australia-China Alumni Award (Research) in 2019, a Medal of Honor from the Hong Kong SAR Government in 2017, the Stengel Research award in 2012, a knowledge exchange award of the University of Hong Kong in 2009, 2011, and 2022 respectively, an outstanding supervisor and researcher of the University of Hong Kong in 2009, 2011 and 2017 respectively, and a distinguished alumnus of La Trobe University in 2008. He has published more than 500 research papers relating to population health and suicide prevention. Ms. Huimin TAO obtained her Bachelor degree in Early Childhood Education and Master’s degree in Education at Henan University. She is currently an adjunct lecturer at Yew Chung College of Early Childhood Education and a researcher at Chor Hang Educational Research Institute. She has more than ten years’ experience in early childhood education management and research. She has worked in a University affiliated kindergarten in Beijing and successively served as assistant to the principal, teaching principal, and director of scientific research, conducting kindergarten teaching management and research. Professor LAU Chi Pang is the Associate Vice President (Academic Affairs and External Relations) of Lingnan University, and Professor of the Department of History. He is concurrently Coordinator of the Hong Kong and South China Historical Research Programme.

Professor Lau completed his BA and MPhil degrees at the University of Hong Kong and received his PhD (History) degree from the University of Washington, Seattle. He joined Lingnan University’s General Education Division in 1993 and became a founding member of the Department of History in 2002. He has been teaching Chinese history and Hong Kong history for the department ever since.

Professor Lau’s academic interests include the intellectual history of the Song, Yuan, Ming and Qing dynasties, Hong Kong history, as well as the study of Chinese Local Records. He has focused on the research and teaching of local history in recent 20 years, publishing more than 20 books on a wide range of topics such as: the development of Tuen Mun, the New Territories and other places; oral history records of residents from So Uk Estate and Chung Ying Street, local artists from 1960 to 1975, Shandong policemen in the last century, Hong Kong people during Japanese Occupation, etc.; as well as the history of the bar-bending industry, Ta Teh Institute, Hong Kong International Airport, the Court of Final Appeal, Tung Wah Group of Hospitals, the History of the Hong Kong and Kowloon Independent Brigade, and so on.

Apart from research and education, Professor Lau has been actively engaging in promoting Hong Kong history to the general public. He contributes to newspaper columns and participates in radio and TV programmes on a regular basis. Recently he has completed the Jockey Club Hong Kong History Learning Programme with generous donation from The Hong Kong Jockey Club Charities Trust, compiling a comprehensive set of local history teaching kits for both primary and secondary school teachers and students.

Living up to the Lingnan motto “Education for Service”, Professor Lau has been sharing his professional knowledge with the wider public by earnestly taking part in community and cultural services. He is currently a member of the Legislative Council, and a member of the 14th CPPCC. She was the instructor of training for primary school principals, key teachers, kindergarten principals, business principals, key teachers, childcare practitioners, and healthcare practitioners in 20 regions including Shaanxi, Shanxi, Gansu, Inner Mongolia, Fujian, Hubei, Guangdong, and Jiangxi. More than 200 professional training sessions have been conducted and more than 30 kindergarten teacher training courses have been developed.

Professor SI, Chung Mou is Professor of the Department of Chinese Language Studies in the Education University of Hong Kong. His major research interests include Chinese linguistics, teaching Chinese as a foreign language, and Chinese culture. He is author of a dozen of academic books published in Hong Kong, Japan, Mainland and Taiwan. He has contributed a lot in the study of recitation and Chinese classics by conducting many research projects on Chinese language learning and teaching in Hong Kong schools. Professor Si had served as Chairman of the Hong Kong Association for Chinese Language in Education, and is now Executive Committee Member of the International Society for Chinese Language Teaching.

Ms. Renee Tam is a senior early childhood educator with more than 10 years of experience in preschool education. Ms. Ting has over 10 years’ experience in pre-service and in-service early childhood teacher education with a focus on children with diverse needs and practicum. She has extensive experience is programme management and practicum coordination, with close contact and network with the front-line early childhood practitioners and is knowledgeable of the HKSAR policies and services available for teachers’ training, professional development, and families and children with special education needs. Ms. Ting's research interests include Kindergarten to Primary transition, teacher education and professional development, and working with parents of children with special needs. Dr. Sandra Tsang Kit Man, JP, is an Hon. Associate Professor of the Department of Social Work and Social Administration of The University of Hong Kong. She is a Registered Clinical Psychologist listed under the Department of Health, a Fellow of the Hong Kong Psychological Society and the Hong Kong Professional Counselling Association, and a Registered Social Worker. Her research, publications and media profile focus on parent education, children with special educational needs, children and youth development. She received multiple local and overseas social services research awards. She was awarded the HKU Teaching Fellowship for outstanding teaching, the Chief Executive’s Commendation for Community Services, and the 2011 Medal of the Hong Kong Paediatrics Society for contributions in Child Health. She is a current Board member or advisor of many local and international organizations, including Yang Memorial Social Services, Plan International (Hong Kong), InspiringHK, Heep Hong Society, SAHK and the Singapore Early Childhood and Development Agency (ECDA). Her latest publications are the Parent Education Curriculum Framework (KG) commissioned by the Education Bureau and released in September, 2021, and the Primary school version of the framework released in December 2022.

ROHNII TSE is a lecturer at Yew Chung College of Early Childhood Education who is dedicated to providing quality early childhood education for young children regardless of their needs and backgrounds. Trained and worked as a speech language pathologist, Rohnii believes in empowering children and families with knowledge and skills that enable them to achieve what they aspire and motivate everyone to engage in a supportive community that cares about young children’s wellbeing. Her research has focused on leadership values and inclusive education especially in ways to propel inclusion forward. In her recent projects, Rohnii has expanded into the realm of childcare service for 0-3 children as well as for young children in residential homes. She is the co-editor of the Residential Infant and toddler Educare (RITE) model manual that endeavours to craft an optimal environment for the development of the most vulnerable children in Hong Kong.

Dr. Lillian Wong was graduated from the Chinese University of Hong Kong (CUHK) in 1994. She attained further trainings in Adolescent Medicine at the University of California, San Francisco (UCSF) of United States in 2002, Diploma in Practical Dermatology at the Cardiff University in 2007 and Master of Public Health at CUHK in 2008.

Throughout her professional pathway, she has worked in different subspecialities including neonatology, child protection and adolescent medicine. Dr. Wong has served both public and private sectors for nearly 30 years with special interests on adolescent mental health, eating disorder, psychosomatic disorder, substance abuse, nutrition in infancy and early childhood and child developmental disorders. Dr. Wong has also actively involved in clinical research and teaching of undergraduates in paediatrics and master students in public health.

Internationally, Dr. Wong was the President of the International Chapter of the Society for Adolescent Health and Medicine (SAHM) from 2005-2007 and Regional Vice President of the International Association for Adolescent Health (IAAH) from 2009-2017. Currently, she serves as Member of Asia Pacific Pediatric Association (APPA) Standing Committee, Secretary of AAPA Ethics Committee, Chairman of APPA Constitution Subcommittee and Member of International Pediatric Association (IPA) Strategic Advisory Group on Adolescent Health.

Locally, Dr. Wong has been the President of the Hong Kong Paediatric Society (2014-2016), currently the Secretary General of the Hong Kong Paediatric Foundation and Member of the Commission on Children in Hong Kong. She has actively involved in child advocacy work and global child health through organizing local and regional meetings and composing a number of Position Statements on ad hoc child health crisis and issues on children’s rights. In 2015, Dr. Wong has formulated the first “Proposal on the Framework of Child Health Policy for Hong Kong” together with other healthcare professionals and submitted to the HKSAR government.

Prof. Tiemei Xu is a professor at Faculty of Education and Sciences of Nantong University, master supervisor, head of the national first-class professional preschool education, expert in the professional certification expert database of the Ministry of Education, member of the Curriculum and Teaching Professional Committee of the Preschool Education Research Association in China, and member of Jiangsu Provincial Teaching Steering Committee Preschool Professional Committee. She is first batch of experts in the expert database of infant care services for infants under 3-year-old in Jiangsu Province.

She is director of the Institute of Preschool Child Development and Education of Nantong University, director of the Gangtong Early Childhood Education Research Center, executive director of Nantong Psychological Society, chairman of the Family Educational Psychology Professional Committee, and distinguished expert of Nantong Minor Growth Guidance Center.

Her main research directions are psychological development of preschool children and education, parent-child relationship and development from the child’s point of view, preschool child games, science education of preschool children, etc. In recent years, her publications include two monographs, multi-volume picture books for infants and young children, and research papers in periodicals on or above the provincial level.

Ms. Dandan Zhang obtained her Master Degree of Early Childhood Education at the Northeast Normal University. She is currently an Adjunct Lecturer at Yew Chung College of Early Childhood Education, and a researcher at the Chor Hang Educational Research Institute. She has more than 10 years’ experience in Early Childhood Education management and research. She is one of the Chinese translators of the “Sports Environment Scale”. She led the Yew Wah Early Childhood Education Team to conduct the action research of “Sports Environment Scale” and reported the research outcomes in the World Organisation for Early Childhood Education (OMEP) World Conference and Pacific Early Childhood Education Research Association (PECERA) International Conference. She also participated in formulating the Evaluation Standards for High-quality Characteristic Demonstration Kindergartens in Shenzhen.

Prof. Hui Zhang is the deputy director and researcher of the Institute of Early Childhood Education and Special Education of Jiangsu Institute of Educational Sciences, who has been engaged in the teaching of preschool teachers for 18 years (one year in kindergarten) and worked in the research institute for 20 years. Her research interests include children's play and learning, improvement and quality evaluation of kindergarten teaching practices, and preschool education policies.

Dr. Ye Zhang obtained her PhD in Early Childhood Education at the University of Auckland. She is currently an Adjunct Assistant Professor at Yew Chung College of Early Childhood Education (YCCECE), and a researcher at Chor Hang Educational Research Institute. She is familiar with the frontline work of Early Childhood Education and worked as research assistant in The Education University of Hong Kong for many years. She has in-depth research and practical experience in early childhood mathematics education. As the main researcher of YCCECE project: The Chinese Kindergarten Education Quality Rating Scale, she has a good knowledge of Kindergarten Education Quality Evaluation.

Ms. Lingling Zheng is an evaluation expert of high-quality kindergartens in Jiangsu Province, a leader of preschool education in Huai'an City, a key teacher in Huai'an City, and a teaching researcher for the Teacher Development Center of Lianshui County. She has more than 20 publications and award-winning works (includes papers, garden-based courses, educational cases, teaching experience, etc) in national, provincial and municipal journals. She hosted or participated in national, provincial and municipal research projects six times. She presided over the 5th Jiangsu Work at the Rural Preschool Education Key Teacher Training Station in Lianshui County, Jiangsu Province. She is a teacher who always regards herself as a child, teachers as friends, and work as a hobby.
